Memorials procedure
Overview
We support the needs and principles for allowing memorials in its formal and informal parks and green space areas. However, we are mindful that these facilities have many uses and are enjoyed by a wide range of people. As such, we need to ensure all memorials are managed and regulated for the mutual benefit of all.
Only the sites under the direct management of our Environmental Services will be subject to this guidance - Roadside Memorials are not covered by this procedure. Applicants should contact Highways for guidance.
General terms and conditions
- All applications for memorials should be completed on the official request form, to ensure the terms and conditions have been read and understood.
- You may make up to three choices of area. In the event that the first-choice area is unavailable, we will work through the choice list. If no sites are available, you may be placed on waiting lists and notified when a site becomes available.
- On receipt of a request, we will respond within 10 working days. Once an application has been approved and a space is available, it may take around 12 weeks for the installation of a memorial. No guarantees on these timescales are given. Severe weather conditions or other unexpected circumstances may extend this period, the applicant will be kept informed during this time.
- It is your responsibility to ensure contact details are kept up to date. We will move down the waiting list on a weekly basis until the memorial position is filled. Consistent non-response may result in removal from the waiting list or the termination of the agreement without recompense.
- All memorials will be based on a 15 year agreement. You will be notified prior to end of the agreement. Should you not wish to renew at the end of the 15-year period. Plaques will be removed and may be collected from us. If plaques are not collected within four weeks of the agreement ending, we will dispose of them appropriately.
- All memorials and associated costs should be paid for by you prior to ordering.
- Size, colour or specification of the memorial will be our decision and will be appropriate to the nature of the chosen site.
- Any wording associated with a memorial must be approved by us.
- We accept no liability for damage to any form of memorial from vandals, third parties or whilst we carry out routine maintenance.
- You must ensure no other memorabilia will be displayed on or around the memorial including flowers, wreaths, ornaments, toys, balloons etc. It is the responsibility of the applicant to ensure that family and friends are aware of, and adhere to this condition. All items will be removed and disposed of immediately without recompense.
- We accept no replacement liability at the end of the memorial’s useful life and will dispose of as necessary. Plaques will be kept for 4 weeks after the end of the agreement. Any replacement benches/memorials during the term of the agreement will be the financial responsibility of the original applicant.
- We will not grant applications for memorials for pets or allow the scattering of ashes.
- The scattering of human ashes is not permitted as the location sites are not registered burial grounds.
- The number of memorials in a particular area will be limited.

We reserve the right to refuse any application which it deems unsuitable. Our decision will be final.
These conditions relate to our owned/managed land. Specifically in relation to Public Open Spaces under the management of Environmental Services, Environment and Communities Directorate.
