Chester - Various junction improvement schemes

Cheyney Road 

Works to update the traffic signals at the Cheyney Road junction in Chester are progressing well.  Work is expected to be completed around 16 August.

Lower Bridge Street / Pepper Street junction 

The existing signal junction was at the point of failure due to old equipment at the end of its shelf life and it needed an urgent upgrade. Over the last few weeks works have been carried out to upgrade the street lighting at the junction in preparation for the scheme.

The main works to upgrade the traffic signals at this junction started on 23 September and will be ongoing for eight weeks (until 15 November 2024).

Please note: from Monday 4 November for five nights (7pm - 6am) there will be a full road closure at this junction to enable to us to carry out the carriageway resurfacing and road marking work. Full road closures during night working but the junction will be re-opened to traffic under temporary four-way traffic signals during the daytime.  Diversions will be around the Chester Inner Ring Road.  More details can be found on the One.Network website.

To enable us to carry out this scheme varying road closures will be in place throughout the programme – further updates will follow about these. Unfortunately disruption is unavoidable, we appreciate your patience and support during these works. 

Changes to bus services

Services 16 and 61 will be unable to serve Handbridge for the duration of this closure. These services will operate to and from the City Centre via Grosvenor Bridge.

A limited service will be provided to the Eccleston Avenue area of Handbridge on service 62 by approaching from Overleigh Road in both directions. Further details of these journeys can be found on our bus services page.

Traffic signal junction upgrade

As part of the upgrade, new traffic signal ducting, chambers and sockets will be installed, before the new traffic signal equipment is installed and cabled up – to do this we need to dig up both the footways and carriageway.

While works are taking place, we will also be upgrading dropped crossings, kerbing and tactile paving, to meet current specifications. Towards the end of the scheme, we will be carrying out carriageway resurfacing before the new signals are switched on too.

Update – Week 6

Work has continued on schedule, with the majority of the construction works completed and cabling work in preparation for the traffic signal connections has now begun. Work continued over the weekend on ironwork in the carriageway in preparation for the resurfacing works this week.

The week ahead

Friars Gate corner will remain closed off until completion of the works.

Please note: the area surrounding the trees will be overlaid in a buff colour surface material at the end of the programme and after the carriageway resurfacing works, which are programmed this week – this will help prevent black bitumen accidentally damaging the new buff colour surface whilst resurfacing takes place. The material to be used has been agreed with our Conservation Officers and to limit any ongoing maintenance issues of repairs around tree roots in this vicinity.   

During the daytime works will continue around the junction to install cables and the new traffic signal equipment.

Working on nights all this week there will be road closures in place in order to carry out the carriageway resurfacing and road marking works.

Traffic Management

Until the completion of the works, the temporary four-way traffic lights will now remain in place. Pedestrians will continue to be directed around the junction pending where the working area is.

St Annes Street junction, Chester - Active Travel England funded scheme

Major road works to upgrade this junction will follow the schemes above. Active travel facilities will improve connectivity to city centre and bus interchange, also linking with existing cycle routes. Work is likely to begin later this year and a start date/further updates will appear on this page.

Give your feedback on St Anne Street junction plans

We have been awarded grant funding from Active Travel England to improve the crossing facilities for walking, wheeling and cycling at the St Anne Street and St Oswald’s Way junction. New traffic signals will also improve the traffic flows through the junction.

We are asking local people, businesses and other stakeholders for their feedback on the proposals, which include separate cycle and pedestrian crossings at the junction, new pedestrian crossings to the Bus Interchange and the widening of the existing cycle track from the junction with Victoria Road.

The closing date for responses is Sunday 20 October 2024.
