Background
Keeping the Borough’s roads safe and free of congestion is a key Council priority and moving traffic restrictions such as 'no entry', 'one-way traffic', 'no right/left turn' and weight limits are an important tool in achieving this. Currently, in all areas outside London, these restrictions are enforced by the Police, but the Government is now giving local Councils the option to apply for powers to enforce moving traffic restrictions using ANPR cameras under a civil enforcement regime.

If the Council were to apply for these powers, cameras could be used to enforce moving traffic restrictions at priority locations in the Borough with known road safety and congestion concerns, for the benefit of residents and businesses.
It has not yet been decided whether the Council should apply for these enforcement powers and we are seeking your views to enable us to make an informed decision. Please note, this consultation concerns the potential enforcement by the Council of existing moving traffic restrictions, not the introduction of any new or additional traffic restrictions.
Using intelligence provided by Cheshire Police and the Council's Highways Officers, together with information provided by members of the public, the Council has prioritised several potential sites that may be appropriate for enforcement should the Council decide to apply for these powers.
The sites have been identified according to the following criteria:
- There are existing road safety concerns.
- There are known congestion issues.
- The existing signage is clear and markings are in place which highlight traffic restrictions, yet contraventions still occur.
- It is not reasonably practicable, and at reasonable cost, to make physical changes (e.g. road improvements) to make the traffic order self-enforcing; and
- The location supports the overall ambitions within the Council’s Integrated Transport Strategy 2011-2026 (updated 2017).

Chester
Junction of Nuns Road and New Crane Street
