This consultation is about the Council's Statement of Licensing Policy (relating to the Licensing Act 2003).
What happens next?
All submissions made will be considered by the Licensing Committee on 12 September 2023.
This will then be further considered by:
- Cabinet on 18 October 2023
- Full Council on 14 December 2023.
Subject to approval the revised policy will come into force in April 2024.
Background
The Council is the licensing authority for the Cheshire West and Chester area. The Authority is responsible for licensing and regulating licensed premises and licensable activities.
This covers the sale of alcohol (supply of alcohol in members clubs), regulated entertainment (live and recorded music, films and dancing) and late-night refreshment (hot food/drink between 11pm and 5am).
A Statement of Licensing Policy sets out the policies the licensing authority will apply when making decisions on licensing applications and reviews. It also advises applicants of any local policies or requirements to consider when drafting an application.
The Statement of Licensing Policy must be reviewed every five years and the review includes a statutory consultation process. This policy also contains a cumulative impact policy for Chester city centre.
