Leisure facilities

The Council’s leisure facilities are managed by Brio Leisure, a wholly owned Council company, and it is responsible for undertaking fire risk assessments and complying with other health and safety requirements.

The Council monitors this compliance through its contractual arrangements with Brio.

The Council has requested that Brio re-confirm and evidence that all fire risk assessments have been undertaken and that any required works have been completed or programmed. Brio have provided this information for all sites where they are responsible for fire risk assessments.

Brio do not operate from any high rise buildings but they do have three buildings that have some form of external cladding;

  • Northwich Memorial Court,
  • Ellesmere Port Sports Village
  • Winsford Lifestyle Centre

All are compliant with building regulations.

Care homes

A number of Adult Social Care services are delivered by Vivo Care Choices, a wholly owned Council company. Vivo operate out of a number of sites across the borough, none of the buildings is over 18 metres high.

The Council has commissioned refresher safety audits at all Vivo sites, to ensure that all the required health and safety checks have been undertaken and that any remedial actions from fire risk assessments have been undertaken or are scheduled for completion.

These inspections have been carried out by the Council’s joint venture partner, Qwest Services.

Any required works identified as a result of these checks are being undertaken as a priority.

The Council is in the process of writing to all its external care providers asking them to confirm that all fire risk assessments are in place, up to date and that any remedial actions have been addressed.

Other Council owned/occupied buildings

All other buildings, whether Council owned or leased, or where Council services are being delivered from, will be reviewed to determine whether any external cladding is fitted to the building and if so, what checks have been or need to be carried out.

This review will adopt a risk based approach, with particular focus on any high rise or residential buildings.
