Energy Companies Obligation scheme (ECO4) Privacy Notice
This privacy notice explains how personal information is collected, processed, who it will be shared with and for how long it will be stored before being securely destroyed.
The services covered within this privacy notice
This Privacy Notice covers the delivery of the national ECO Flexibility eligibility scheme within Cheshire West. Referred to as ECO4 Flex, the scheme offers energy efficiency measures to eligible homes; to improve energy efficiency, lower bills and reduce carbon emissions.
What personal information we collect
We only collect and use the minimum amount of personal information required when delivering a service to you. Depending upon which route an application is submitted under, we will use all or some of the personal information below:
- Name, address and contact details
- Household income data, benefits data, health data, fuel debt data
- Property data
Why we collect information about you
We use your information to:
- assess your eligibility to the scheme
- verify the eligibility of your property
- handle your query
- detect and prevent fraud
- monitoring and research
Who we share your information with?
To establish eligibility to the scheme, for the installation of energy efficiency measures and for reporting and auditing purposes, we will share any required data with:
- ECO providers and contractors
- Energy companies
- The Office of Gas and Electricity Markets (Ofgem) who administer the scheme.
The Data Controller
Cheshire West and Chester is the Data Controller for this scheme.
The lawful basis for the processing
The information we collect is provided to us by you, under Article 6 of the UK GDPR we rely on the following:-

Protecting your information
Your information will be securely stored on the Council’s IT network.
How long we keep your information for
We will only use your personal information whilst delivering the service to you and to deal with any questions or complaints that we may receive about this unless the law requires us to keep it for a longer period. In practice, this means that your information will be kept for seven years and then deleted.
If we need to use your information for research or reports, your information will be anonymised and any information taken from notes (handwritten or typed) during any consultation sessions will be securely destroyed. The information will continue to be used in a summarised and anonymised form in any research reports or papers that are published. The anonymised information in the papers may be of historic interest and may be held in public archives indefinitely.
Will my data be transferred abroad?
The Council will not transfer any data abroad.
