Q. How is the Council Tax made up?

A. There are three main elements to the Council Tax bill:

Please note: If you live in a parish area that raises money through the Council Tax then the parish precept will be included in the charge also.

Q. Where does the money go?

A. Of the total amount you pay only 85% goes to Cheshire West & Chester Council, 10% goes to the Police and 5% goes to the Fire Authority.

Q. What is the overall increase?

A. The overall increase for 2010/11 is 2.5%.

Q. How much has each element of the charge increased?

A. Cheshire West & Chester Council’s charge has increased by 2.5%, Cheshire Police has increased by 2.7%, Cheshire Fire 2.9%

Q. How will Cheshire West & Chester Council spend the money?

A. Following extensive public consultation last autumn the money raised will help fund: The Council plans to spend £117m in 2010/11 on new and ongoing capital schemes including roads, land and buildings, equipment and vehicles – for which the costs and benefits are spread over a number of years. This spending will be funded by a combination of government grants, borrowing, developer contributions and the proceeds from the sale of assets.

Meanwhile the council will maintain investment in its wide range of services including: Children and Young People, Adult Social Care, Environmental Services, and Regeneration and Culture.

Q. I have sent a payment and it does not show on my bill?

A. The bill only reflects payments received up to and including Thursday 25th February 2010.

Q. I have received a bill but I am moving out of the property before 1st April 2010?

A. Please contact the Council Tax department on 0300 123 7022 to confirm the change in your circumstances.

Q. Can you explain why there is a credit amount showing on the bill?

A. Payment credits on your account for last year have been automatically transferred to the new bill and your instalments have been reduced to reflect this.

Q. I did not want my credit to be transferred, I would like it refunded?

A. If you wish for the credit balance to be refunded, please confirm this in writing. A refund will be sent to you as soon as possible. Please note that the instalments shown on your bill will no longer be correct and a new bill will be issued showing higher instalments to be paid.

Q. I am unable to pay on the 2nd of the month as I do not get paid until the end of the month?

A. We are unable to change the payment date to suit individual needs but if you would prefer to pay by direct debit then there is a choice of five payment dates: 2nd, 9th, 15th, 20th and 28th.

Q. I would like to pay my Council Tax by direct debit?

A. If you would like to pay by direct debit and have your bank details with you, please contact the Council Tax department on 0300 123 7022.

Q. I would like to pay my Council Tax by standing order?

A. Please contact us on 0300 123 7022 to arrange to have a standing form and a new bill sent to you. This should be completed with your bank details and sent directly to your bank. Please ensure that the bank have sufficient time to set up the standing order so that the first payment is made in accordance with your bill.

Q. What is the bar code for at the top of my bill?

A. The barcode contains your council tax account details which enable you to make payment at a post office or any retail outlet that displays the Pay-Point sign.

Q. There is a sequence of numbers below the barcode on my bill, what is this?

A. The sequence of numbers contains your council tax number and some banking details. This will allow you to make a payment at a post office or any outlet showing the Pay-Point sign even if they do not have a bar code reader as they can manually input this reference.

Q. I would like you to send me a payment card?

A. Unfortunately we do not issue payment cards any more.

It was decided to discontinue payment cards as they were too expensive to produce and we were unable to justify spending council tax payers’ money on this facility.

You can still pay your Council Tax by taking your Council Tax bill to the Post office or a Pay-Point outlet who can take your payment.

Q. What does the message at the bottom of the bill mean?

A. We are currently exploring the feasibility of introducing the facility to enable Council Tax payers’ to receive electronic, paperless bills and direct access to personal account information.

Q. Do I need to do anything?

A. Only if you would like to be included in the pilot scheme in the year, if so, please contact us by email only, at electronicbills@cheshirewestandchester.gov.uk quoting your account reference as shown on your bill.

Using the homepage

The CWAC website allows you to choose what to put on your homepage. You can add or remove content so that you only see the information you want, move it around the page until you're happy with how it looks or, by inputting your postcode, get information relevant to the area you live in.

Adding content

You can add content to the site quickly and easily. Simply click on the "Add to this page" button and view the list of modules available.

Click on the module you want add it to your page. You can have as many or as few modules as you like. As we add more and more to the site, you may find you want to change what modules you have on your homepage quite regularly.

Removing content

If you decide you don't want a module on your homepage, simply click on the X in the top right hand corner of the title bar. That will remove the module and return in to the "Add to this page" area. If you decide you want the module back later, simply add it to your page again.

Closing content

You can close your module windows, but still leave them on the homepage for future use by simply clicking on the window minimise button on the module control bar. This will close the information window, but leave the module menu in view.

Editing content

Some of the modules have a small spanner symbol in the title bar. This means you can control the amount of information on display. So for example, with the news module, by clicking on the spanner you can control if you want 3, 5, 10 or 15 news items to be displayed.

Some modules also have more than one window of information – this is shown by the second menu bar across the module. Simply click the bar to reveal the next window of information.

Moving Content

You can drag and drop your chosen modules around the homepage. Simply put your cursor on the module title bar, hold down your left mouse button and drag the module to where you want it. Release the mouse and drop the module.
